I have always believed that documentaries, non-fictional ones, lack fictional and dramatic structures, and hardly have the narrative art of storytelling.
The essence of a documentary is a piece of old news (a form of news), a story from the past. Basically, it rarely mentions the shaping of characters, but is only a record of an event, and the record of an event often lacks dramatic brewing and fermentation. Still somewhat bland.
The story lacks a dramatic structure, and becomes a retelling of a past event, with at most a little sense of narrative or editing.
