Helping the heroine back to Silent Hill in the game is the detective who used to follow her. The detective helps her (the detective is also a father) because he feels guilty about his dad's death (the movie dad didn't die).
In fact, after playing the game, I think the plot of the game can only be said to be okay, but the essence of Silent Hill is the portrayal of people's inner fear.
