Who wins and who loses, or who is right and who is wrong?

The demands made by the terrorists are quite reasonable and nothing. The problem is: no matter how reasonable a request is, it is no longer reasonable if it is made in an illegal way. It's like: someone spitting, another guy pointed a gun at him and said, as long as you don't spit, I'll put the gun down. The person who spit is wrong, and the person with the gun is right.
In fact, there is no difference between H and terrorists. One is to sacrifice two children to save tens of millions of people, and the other is to sacrifice tens of millions of people to save nearly two billion people. Who is right and who is wrong? Of course, the final result is still worth pondering: H failed because there was another bomb that was not asked (although he couldn't blame him), and the terrorist obviously failed because its bomb still exploded. So who wins? Or is this the result of a lose-lose situation?
