1. Terrorist

2. Executioner

3. Officials

He is well-dressed, stands on the commanding heights of power, and uses morality to criticize the executioner with everyone. It seems that he himself thinks so: it is the executioner who commits the crime, I do not do it for selfish desires, I only act in the interests of the majority. I also hate those cruel punishments, but there are always people who have to do these things, or those thousands of innocent lives will be killed.
In the numb work of officials day after day, humanity has long been wiped out. He may also consider himself a hero because he sacrificed his moral innocence and saved millions of lives. Perhaps other people's incomprehension and rejection were regarded by him as a misunderstood medal.
When the final test came, he did not hesitate and shouted: Bring those two children in!
Yes, he has nothing to hesitate, his work is such that he sacrifices a few and saves the majority. He made cruel decisions that no one else could, and he was a hero. Even if the people who benefited from his decision spurned him later, it would be nothing more than the fussing of naive commoners.
Fourth, the military
