At the end of Avengers 4, Steve Rogers inherited the shield to Falcon. "The Falcon and the Winter Soldier" is full of many contradictions, but it is these contradictions that make the characters grow step by step and finally resolve the contradictions.

If it weren't for a series of major crises such as Thanos, he might still be the world's number one public enemy, and his hands are stained with the blood of too many key figures and innocent lives. It wasn't until Steve's redemption that he escaped, but that was the start of the nightmare. But it was a killer who became the one who saved the world, one who was forgiven by the government. He needs and knows he wants redemption, and still woken up by nightmares every night, he tries to offer the government the once-Hydra's minions as a show of redemption, but to no avail. Later, Falcon told him: Catching the perpetrator is "revenge", and apologizing to the victim is the real "redemption". Going to them, although the process will be very painful, and I don’t know if I can get forgiveness in the end, but at least the truth can be revealed, and neither you nor I need to wander in the fog anymore.
Followed by Falcon, who took the shield, he didn't know how to be Steve Rogers. As Isaiah (the only successful superserum test subject before Steve Rogers) said: America believes in a blond symbol, they won't have a black man as Captain America, at least a dignified black man won't . This also pierced Falcon's heart. He knew that taking over the shield of Captain America might not end well, and he knew that it would be difficult for him to become the next Steve Rogers.
It wasn't until he saw what John Walker did that he understood: it wasn't the super serum that made Captain America, it was Steve Rogers who made Captain America. Serum magnifies the essence of a person, but not everyone can be a superhero who will always remain brave, upright, and hopeful, after all, they are only human beings as mortal flesh. Although they don't know what the road will be in the future, the only thing they can do is to believe that they can do better and continue to move forward. It is not the title of "Captain America" that people worship, but the person who has the "Captain America Spirit".
And John Walker is a person with many contradictions. Because of his achievements in the Afghanistan war (a war of revenge) and his extraordinary physique, he has the honor to represent the government to become the next Captain America. But just like that, a mortal has the opportunity to gain power that was once out of reach.
When a person sits on the throne of God, he begins to long for the power of God. He injected himself with the only remaining serum, but because his friend was killed, he became another "killer" in front of everyone. It was the U.S. government that shaped him and abandoned him after he couldn't be another god. I don't know if he can get redemption with super power.
As for the government in the play, I just hope they can involve more people who are really affected in decision-making, or at least think from their standpoint. "Without suffering others, don't say anything wrong to others."
