After watching the first episode, it looks a lot like "Minority Report" starring Tom Cruise. Knowing in advance that someone and everyone are being monitored, the machine predicts that someone will be in danger in advance, and then the protagonist goes to rescue.
New York is very much like Gotham, and the male protagonist you are looking for is also like Bell. Dangerous people may be victims or perpetrators. The most terrifying thing is the ubiquitous surveillance. The lens design is average, but the suspense has always existed. It always seems that there is a big boss that has not come out, and there is an episode after episode. Not bad.
