Can domestic filmmakers have more cultural responsibility and less money-making ideas?

Although Indian films have always been classified as musicals, there is already sincerity in other musicals, discussions of truth, and reflections on national and social development. So what about us? With such a splendid culture, the speed of economic development is also increasing day by day. Why is the quality of the films produced is not as good as the other? The system has drawn a circle for us, so the new filmmakers can make money in this circle with peace of mind, while the old filmmakers only sigh. So, what about culture? When our children and grandchildren are born, are they going to see these unintelligible crap movies? Is this the inheritance of our country's own culture? The ancients did not have such convenient information technology as today, but they carried forward our cultural heritage very well. As a filmmaker today, can we have more cultural responsibilities and make less money?
