Because the individual's decision only requires the individual's own decision, and the individual only needs to be responsible for himself-"I can protect myself and hide in a villa in the countryside".

When the individual needs to be responsible for the majority of people, he needs the majority of people to stand on his side. This is what we often say is difficult to save the world alone.

Because no matter how powerful a person is, he can only save himself. To save the world, the whole world needs to work together. A certain person can only play a correct leadership role. This is why every country needs a leader to lead.

Of course, most of the time, the greatness of someone will directly determine the greatness of most people.
