This film is a record of two gentlemen expressing their political opinions through actions such as posing as representatives of large companies, participating in various seminars, and publishing the non-existent New York Times. Political opinions include strengthening the supervision of large enterprises, reducing the harm of industrial production to residents, and citizens taking action to promote real change.
