Three and a half. It's really better than the first one. Probably the structure of a special agent movie or action movie, then filled with plot elements of Marvel. The whole film is basically an upgraded special agent movie, various hand-to-hand action scenes, gun battles, car chases, plus a main line of conspiracy. The character of the Winter Soldier is handsome, but after taking off the mask, he is weak, which is a little regrettable. Some of the dialogue in the middle is a bit slow, but the whole is still worth seeing.
