"Rising the Clouds" was filmed as a conscription propaganda film, so the film crew received substantial assistance from the U.S. military. The U.S. Navy has provided 5 VF-1 "Wolf Pack" Squadron, VF-51 "Falcon" Squadron, VF-111 "Sunset" Squadron, VF-114 "Aardvark" Squadron, and VF-213 "Black Lion" Squadron The squadron’s active F-14 fighter jets and 8 active-duty pilots participated in the filming of the film. In addition, the A-4 attack aircraft and F-5 fighter jets (MiG-28 in the film), which are the opponents of the F-14, came from Miramar Air Station and The TOPGUN school of the same name in the film, its pilot is the school’s flight instructor. The "Assault", "Enterprise", and "Carl Vinson" aircraft carriers also appeared in the film.
In order to shoot real and believable effects, the film's photography not only uses different methods of multi-angle, multi-lens, chasing and shooting various thrilling scenes.
