A strange man , Loris Ziccardi , likes to peep at women's skirts, so he is suspected of being a suspect in a series of local women's rape and murder cases. The area is under the jurisdiction of Detective Frostrube, who, on the advice of a psychiatrist, set up a trap to trap the killer.
