Los Angeles Police Department (SPECIAL WEAPONS AND TACTICS) special police Paul Cutler (played by Gabriel Macht) was assigned to the Detroit (Special response team) special police team to help train. In a hostage rescue, Cutler arranged Wrong, and the sniper failed to kill the hijacker (Walter). After the victim (Rose) was rescued, he actually committed suicide because of fear of Walter's future entanglement. Because of this, Cutler had a grudge with Detroit SWAT captain Kellogg, Cutler transferred Kellogg out of the SWAT team and replaced him with his former friend Lori. Walter pushed all his sins to Cutler and his teammates because of his imaginary lover Rose committing suicide. He began his own retaliatory action, tracking Cutler, stealing information from the SWAT team, and sending flowers to Cutler's home to commemorate Rose. After Cutler found out, he tried to arrest Walter. Unexpectedly, he was an FBI agent, so the police had to let him go. After being taken away by the FBI, Walter, who refused to complete the FBI mission due to retaliation, actually killed the FBI agent. In the following days, Walter killed the teammates next to Cutler one by one, and finally captured the Kim who Lori and Cutler had just met in Detroit and had a crush. Kellogg decided to help Cutler after knowing about it. Cutler was afraid that Kellogg decided to face Walter's challenge alone, in order to rescue Lori and Kim, and to avenge his team.

Paul (Gabriel Macht) is a special police officer of the Los Angeles Police Department. He was dispatched to the Detroit special police team and became an instructor there. In an operation, Paul's mistake led to the death of the hostage Rose (Kristanna Loken Kristanna Loken), while the culprit Walter (Robert Patrick) escaped. The accident caused Paul’s career to be in a difficult situation. He sent away Kellogg (Nicholas Gonzalez, Nicholas Gonzalez), the head of the Detroit special police team who had a deep grudge against him, to support his former friend. Lowry (Shannon Kane) is on top. At the same time, Walter, who loves Rose, projected hatred on Paul and his friends, vowing to avenge Rose, and Walter's true identity became Paul's biggest stumbling block against Walter
