The story takes place some time after "Border Killer". A terrorist attack in Kansas City caused widespread panic in the United States. The government discovered that Mexican drug cartels were sending terrorists to the United States through the border and declared that all drug cartels were enemies of the United States. Secretary of Defense James RileyModienand his colleague Cynthia Frzgave Matt Gravethe green light, Allow him to use extreme methods to prevent criminal groups from sending terrorists.
