The film is based on a collection of news reports by the British female journalist Jane Strasser. The content of this newsletter report collection describes that in the early days of World War II, most of France was in the hands of the German Nazis, and British troops were forced to retreat from Dunkirk Port in northern France to the British Isles. The British people remained in danger and fully supported this retreat. Due to the popularity of the report after it was published, the producer Sherney Franklin bought the rights to the newsletter and suggested that MGM make the film.  . Since the plot of the newsletter episode is not strong, the producer invited four screenwriters to refine the contents of the newsletter episode into a well-structured script   .
