Edward Kee Robinson plays a gangster who climbs up by any means in the underworld organization, joins forces with a gangster who grows up with Douglas Fairbanks Jr., and finally becomes the leading underworld leader who dominates one side.
The film begins with a banquet where Edward G. Robinson (Caesar Enrico Pandolo) and Douglas Fairbanks (Joey Marsala) talk about what a big city is like. Enrico wants to be a big gangster, Joey wants to give up his criminal career and become a dancer. Enrico joins a big gang led by the robber boss Victory, where there are all kinds of strange characters. Unwilling to be subdued, Enrico sought an opportunity to kill their boss, Sam Victory, when he was growing his wings. Enrico's next goal is to take down nemesis Ali Roach Jr., a casino owner. Soon, Enrico was successful, taking control of the northern half of the big city and becoming a dominant player. Meanwhile, Joy maintains an unusual friendship with Enrico and starts her own dance career. Joey falls in love with a showgirl, which strains the relationship between Joey and Enrico.
