Naoya Kusanagi (played by Akira Onodera) of the insurance company and Ryosei Yoshimori (played by Ihara Tasashi) of the Coast Guard were ordered to investigate when the transport ship Kairyumaru sailing on the Pacific Ocean encountered a strange atoll. They found mysterious inscriptions and ornaments on the atoll. Soon, the atoll shook violently, and Russia turned into a giant tortoise and flew into the air. On the other hand, the mainland of Himejin Island in Kyushu lost contact. Ornithologist Nagamine Mayumi (Nakayama Shinobu) and criminal police force (Hatsuyuki Jiro) go to find the missing Professor Hirata, but they encounter three giant strange birds that feed on humans. Under the instigation of the cabinet, the Self-Defense Forces began to round up the strange bird, and on this panic night, the giant tortoise also appeared on the land, and launched an earth-shattering fight with the strange bird.
