U.S. President Jim Marshallhero of the Vietnam War , delivered a hard-line speech of "Never Tolerance" in Moscow when he attended the state banquet of the Russian President, thus formally declaring war on terrorism. At the same time as the US President’s speech, a TV news team pretending to be Russian terrorists took the opportunity to sneak into the US President’s plane, Air Force One. Under the response of internal personnel, terroristshijacked Air Force One, the First Lady, and the passengers on board. National security advisers, foreign affairs ministers, and important officials have all become hostages, and only the US President prepares to leave in an "escape pod" under the arrangement of security personnel. The terrorists then offered to the US authorities an exchange of terms, demanding the immediate release of the notorious dictatorship leader Rui Di, otherwise one hostage would be executed every half an hour. The US government led by the Vice President immediately fell into a dilemma. Just as everyone was at a loss, they received an order from the President, asking them not to compromise with terrorists. President Jim Marshall, in isolation and helplessness, relied on his familiarity with the various sophisticated designs of "Air Force One" to fight alone with crazy terrorists.

Defense Secretary Walter Dean: Diversion. Try to buy some time. It could've happened in a crossfire, and they're afraid we'll retaliate.
General Northwood: Damn right we'll retaliate. We'll release General Radek into the god damn atmosphere.
Vice President Kathryn Bennett: It doesn't add up. That terrorist knew that we'd recover the pod in short order. He expected that we'd be talking to Marshall.
White House General: Let's not bury him yet. He could still be alive on that plane. Let's not forget this president is a Medal of Honor winner. In Vietnam, he flew more helicopter rescue missions than any man in my command. He knows how to fight.
Vice President Kathryn Bennett: Then he's taking a terrible chance with his life.
White House General: The element of surprise is a formidable advantage in combat. If he's up there, he's the best chance that we have.
Vice President Kathryn Bennett: That pod was designed for a reason, General. He has no right to take chances with his life.
